Nusantara Construction Begins, KSP Ensures Effective Land Acquisition Process

Balikpapan – The Executive Office of the President (KSP) has stated that the initial construction of the Nusantara Capital City (IKN) and its supporting infrastructures in North Penajam Paser, East Kalimantan, would not be hampered by any land disputes. Thus, KSP will oversee the land acquisition process to run quickly and effectively.

“The land acquisition issue will be a priority and we will focus all-out on debottlenecking efforts, solving any problems that hinder the process. Whatever the problems are, we will solve it fastly. It should be finished before August 16, 2024 and adhering to the law is a must,” said Deputy Chief of Staff Febry Calvin Tetelepta during a coordination meeting with the Ministry of Public Works and Public Housing (PUPR), the regional government and the relevant institutions in Balikpapan regency, East Kalimantan, Thursday (24/3).

According to Febry, the land acquisition process is the key that determines the acceleration of infrastructure development of the new capital city. The active participation of local governments is also expected at this stage.

“Some settlements, at some point, might be shifted due to the construction of the water network and road access to the IKN. So there must be a good approach to the people, ensuring they don’t get evicted. Even though the state has prepared a land replacement budget, it won’t be of any use if the community refuses to agree,” he continued. 

Meanwhile, the government through the Ministry of PUPR is currently focusing on the construction of the Sepaku Semoi Dam and the Sepaku River intake as raw water supplies for the future capital city.

Later, the raw water source will be pumped to the capital city through a pipe that spans 8 km. In addition, lakes or reservoirs will be built in 19 locations in the IKN area to accommodate water needs.

The government will, as well, start the construction of toll road access from the IHM port to the IKN area to support logistics distribution.

The journey from Sepinggan Airport to Nusantara city will be shortened by a short-cut toll road built from the 11 km point of the already existing Balikpapan-Samarinda toll road.

“We will hold cluster meetings with the Directorate General of Highways, the Directorate General of Water Resources (SDA) and the Directorate General of Public Work. All processes will also involve the regional government, the National Land Agency (BPN), and the security forces, so that the construction process runs effectively fast,” said Febry.

Moving to Nusantara, KSP: New Capital CIty’s Initial Construction Must Finish By 2024

Penajam Paser Utara – Cementing President Joko Widodo’s ultimate infrastructure legacy, the Executive Office of the President (KSP) will directly assist and monitor the initial construction of the Nusantara Capital City’s (IKN) in East Kalimantan. The built-from-scratch capital city is expected to finish by 2024. 

During an official visit to Penajam Paser Utara, East Kalimantan, Wednesday (23/3), the Deputy Chief of Staff Febry Calvin Tetelepta directly oversaw the construction process of Zone 1A and Zone 1B of the core government cluster (KIPP) which will start from the geodetic control point or the zero point of the IKN.

The construction process will be divided into four zones, namely Zone 1A, Zone 1B, Zone 2, and Zone 3. Meanwhile, Zones 1A and 1B are marked as the location for the new Presidential Palace and several ministerial offices, to which President Jokowi aspires to preside on Aug 16, 2024. The other zones are still in the planning stage.

“We ensure the targets are met and all community interests are accommodated in every stage of the IKN’s construction. Therefore, we will continue to collaborate with local governments to oversee the initial construction of KIPP IKN which is targeted to be finished in 2024,” said Febry.

The core government areas will cover approximately 6,000 hectares of land and today’s development process is still focused on the land acquisition for the upcoming major infrastructures project which includes toll road access and water reservoir. 

“The acceleration has started with the installation of a geodetic control point which was monumented for mapping and charting the whole construction process of the IKN. This is the benchmark that coordinates the development of the future capital city,” continued Febry.

Overseeing the national strategic projects, KSP has been intensively involved in every coordination meeting regarding IKN with related Ministries/Agencies since February. The office was actively involved in drafting the state capital bill, assisting its deliberation process until the law was put in motion earlier this year.

KSP has stated its commitment to continue its supervision towards the construction of the access road to the IKN, raw water supply, flood control and drainage system, as well as settlements for the initial relocation of civil servants, police and the military to the new capital city in 2024.

KSP Regrets Violent Protest On Papua’s Regional Expansion Plan

The Executive Office of the President has expressed regret at how a demonstration against the New Autonomous Region (DOB) in front of the Ministry of Home Affairs office in Jakarta, on Friday (11/3) turned violent. The peaceful protest turned chaotic after student demonstrators clashed with security forces, causing one police officer to be injured.

“Please channel your aspirations because this is a democratic country. But all forms of violence will not be tolerated and any violent actions shall face legal consequences,” said Deputy Chief of Staff Jaleswari Pramodawardhani, at the Bina Graha building, Jakarta, Friday (11/3).

As previously reported, the Head of Intelligence Officer of the Central Jakarta Metro Police, a senior adjunct police commissioner (AKBP) Ferikson Tampubolon was allegedly beaten by a demonstrator until he bled and had to be taken to the hospital for treatment.

The freedom of speech given by the state does not necessarily mean allowing any action of violence and physical abuses during a mass protest.

Jaleswari considered that the use of violence against the police who persuasively demanded the protestors from taking a protest near the first ring zone of the State Palace had tarnished the purpose of the protest. “It also coincided with the Friday prayer time,” said Jaleswari.

On that occasion, Jaleswari said that the New Autonomous Region (DOB) policy in the provinces of Papua and West Papua was based on the aspirations of the people who wish for equal distribution of development and services in the easternmost provinces.

So far, the public services and infrastructure have only been concentrated in the provincial capitals of Papua and West Papua.
“With the new autonomous region policy, it will be possible for the government to build public service centers in the new capital cities, removing obstacles related to time-spent, distance and travel costs,” said Jaleswari.

Decoding Game Industry, KSP Moeldoko Pushes For National Gaming Ecosystem

JAKARTA – The Indonesian gaming sector is evolving and growing into a positive light that brings huge potential benefits for the country’s economy. In fact, the government has included the national gaming ecosystem into one of the main topics discussed in the Cabinet Meeting.

The government’s attention is not without reason. Indonesia is expected to be the market as well as the major player in the global game industry. The industry also showcased resilience and positive upward trend amidst the devastating COVID-19 pandemic that brought major blows to other industries.

“So there is a need for a national game industry roadmap through a Presidential Decree or at least in the form of an Instruction,” said Chief of Staff to the President Moeldoko, while attending the National Game Industry Meeting, Tuesday (4/1).

Moeldoko added that the government has an important role to ensure the better game experience with high quality graphic contents. But he stressed that any gaming content should adhere to the nation’s values. So far, there has been no special censorship agency for games, raising a concern against the circulating content in the community.

“For this reason, it is necessary to strengthen the legal umbrella and supervising institutions to manage the Indonesia Game Rating System (IGRS),” added Moeldoko.

With its labor-intensive and capital-intensive nature, the sector is expected to open up job opportunities for programmers, graphic designers, game designers, sound and special effects experts, and others.

Therefore Moeldoko said, it is important to develop the game industry talent. For that, the Education, Culture, Research and Technology Ministry must develop a curriculum that supports graduates to meet the qualifications for the gaming industry. The curriculum, he continued, should be applied to all polytechnic and vocational schools, be used for student internship programs and teaching programs. 

“Human capital development should be integrated with the grand design of the government’s National Talent Management to properly prepare local game talents for global competition and attract diaspora gamers to come back home, developing the game industry in Indonesia,” said Moeldoko.

The Bandung Institute of Technology (ITB) and the Multimedia Nusantara University are among a few colleges and universities that have expertise in game development. For this reason, the government encourages more mentoring and incubation programs for game start-ups, easy access to initial capital, and applied research in universities through a matching-fund scheme with the gaming industry.

“The government also needs to provide financial support and affirmation,” explained Moeldoko.

The game can also have a strategic role to be a means of educating national values ​​and Pancasila. Moeldoko pushes the government intervention in providing an initial market for the national game industry, easing the entrance access for educational games.

Indonesia Pushes For Sexual Violence Bill Deliberation to Resume After Six Years

Jakarta – The Indonesian government praises its parliament’s move to resume the deliberation of a bill against sexual harassment on Tuesday (18/1), after six years without any progress.

“This is a form of joint commitment between the government and the House Representatives to immediately legalized the sexual violence bill as an adequate legal umbrella that will provide protection for victims of sexual violence,” said the Chief of Staff to the President Moeldoko,  during a press conference at the Bina Graha building, Jakarta, Tuesday (11/1).

On the same day during the 12th plenary meeting, the House Speaker Puan Maharani assured the anti-sexual harassment bill as one of the priority draft laws that will be passed no later than Feb. 18.

According to Moeldoko, the government through the Ministry of Law and Human Rights, Women Empowerment and Child Protection Ministry, along with the Task Force for the acceleration the anti-sexual harassment bill would help to assist the House in concluding the legislative process of the bill.

“The Task Force, especially, will conduct a study on the problem inventory list (DIM) items of the bill by involving all related stakeholders and the public,” said Moeldoko.

Moeldoko also ensured there would not be any overlapping articles as the bill was collaboratively discussed by multiple ministries/institutions with an open public participation.

The Executive Office of the President also held a ministerial-level Coordination Meeting to discuss steps to accelerate the legislative process of the bill that has been stalled since 2016.

The bill came up as a response to rising public concern over the country’s lack of adequate laws to try cases of sexual abuse. According to The National Commission on Violence Against Women, there were 4,500 reports of sexual harassment against women during January to September period last year.

The bill was first initiated by the Commission in 2012 and a formal process to introduce a draft law began in 2016, but progress stalled due to resistance from conservative groups.
